Defense Center ("Plaintiff') with regards to the claims brought against the County of Sonoma, Sheriff
Eddie Engram, Detention Division Operations Captain Melissa Parmenter, and John and Jane Does, 1-10,
Staff ("County"). This Release is made in consideration of and with respect to each of the following
recitals:
WHEREAS,
A.
This dispute concerns Plaintiff's claims that the polices, customs and/or practices regarding
the delivery of incoming publications and correspondence to incarcerated persons at the County of
Sonoma's Main Adult Detention Center were unlawful and failed to provide adequate notice and
opportunity to challenge the refusal to deliver incoming mail to incarcerated people.
B.
Plaintiff submitted a state tort claim to the County of Sonoma on July 22, 2024, and an
amended claim on August 14, 2024. The County denied the claim on August 30, 2024.
C.
On January 10, 2025, Plaintiff filed a Complaint for injunctive relief and damages under
the First and Fourteenth Amendments to the United States Constitution pursuant to 42 U.S.C. §1983, the

California Constitution against County of Sonoma; Sheriff Eddie Engram, individually and in his official

Rights Defense Center v. County ofSonoma et al (the "Action").
D.
The County denies Plaintiff's allegations, but acknowledges Plaintiff is the prevailing party
and is entitled to its costs and reasonable attorneys' fees under applicable law.
E.
In order to avoid expense, delay, uncertainty, and burden of litigation, and without
admission of liability, Plaintiff and County have agreed to enter into a stipulation for consent decree.
F.
On May 15, 2025, the parties reached an agreement on a consent decree resolving
Plaintiff's claims for injunctive relief. The parties also agreed, contingent upon approval of the Sonoma
County Board of Supervisors, to settle Plaintiffs claims for damages and attorneys' fees and costs for the
sum of Three Hundred Fifty Thousand Dollars ($350,000). The parties memorialized this agreement in a
Memorandum of Understanding executed by the parties and their counsel on May 15, 2025, a copy of
