$1,500 Paid in False WA DOC Disciplinary Action

Thomas B. Armstrong III, a telemarketer clerk at Washington State
Penitentiary, was accused of losing a wrench and consequently was given a
disciplinary report and placed in segregation. Two weeks later, he was
released from segregation and the charges were dropped. Armstrong was not
given back his paying job. His 42 U.S.C. § 1983 complaint filed in the
Eastern District of Washington federal court alleged the wrench was
misplaced by a staff member as a prank upon another staff member. When
security personnel became involved, Armstong became a "patsy" or "fall
guy." On November 3, 1994, Armstrong agreed to dismiss the suit for
$1,500. Armstrong was pro se in the suit. See: Armstrong v. McEwen, USDC
