$225,000 Tort Claim Settlement In Washington Parolee Wrongful Death Suit

In 1998 the Washington State Department of Corrections settled a tort
claim with Jenifer R. Monroe, and John C. Pagel for $225,000, for the
wrongful death of their mother Terri J. Dobler by a Washington State
Parolee. Charles Epperson was originally convicted of second degree murder
and first degree assault for the murder of his father-in-law and the
savage beating of his wife. He was on parole from those crimes and in
violation of his parole by abusing alcohol and visiting taverns. In 1997
he shot Terri Dobbler in the head and then killed himself. The parole
officer was negligent in the supervision of Epperson and as a result Ms.
Dobbler was killed. Plaintiffs were represented by Spokane attorney
