$3,300 Paid in False Sexual Conduct Claim by WA DOC Officials

James J. Koop filed a claim with the Washington Office of Risk Management
alleging he had been placed in confinement at the Clallam Bay Correctional
Center for pressuring other prisoner's for sex. Subsequently, he received a
letter from C.P.M K. Koontz stating there was never any actual allegations
of sexual misconduct, but prison officials decided to investigate them
anyway. After release from confinement, Koop suffered sexual threats and
derogatory statements from other prisoners. He also stated he feared for
his safety and was unable to sleep peacefully. On January 13, 2000, Koop
was issued a check for $3,300 to settle the claim, See: Division of Risk
