$450 Paid in NY Keeplock Case

$450 Paid in NY Keeplock Case.

Ignacio Rosado, a prisoner at Sing Sing Correctional Facility, was placed
in keeplock status, which is confinement to a cell 23 hours a day, for 7
days in October 1999. After a guard advised no misbehavior report had been
written, he was released. The prisoner was advised by a grievance
committee that he was wrongfully placed in keeplock, and staff was dealt
with administratively. The New York Court of Claims found the defendant
did not act consistently with its own rules, and awarded the prisoner a
per diem of $75, or $450 plus costs. Rosado acted pro se. See: Rosado v.
State of New York, Court of Claims, White Plains, Claim No. 101794.
