$47,500 Settlement In Washington Parolee Rape & Assault Suit

In 1994 the Washington State Department of Corrections settled with Nancy
J. Corcoran and Michael J. Corcoran, for $47,500 for the rape of Nancy and
assault of Michael Corcoran by a parolee. Richard E. Lyons was a
registered sex offender on parole who was allowed to work by his parole
officer with little or no supervision. In 1991, while working on a home in
King County, he assaulted and raped Nancy J. Corcoran and assaulted her
son Richard. The parole officer was negligent in the supervision of this
dangerous parolee and as a result the plaintiffs were injured. Plaintiffs
