$5,000 Paid in Washington Prisoner's Failure to Maintain Grounds Claim

Kathryn A. Kaiser, a prisoner at the Washington Correction Center
for Women, used a water spigot to wash her hands. When she stepped back
from the spigot, which was between the dining hall and sweat lodge, the
ground under her feet gave way and she fell into a poorly compacted
trench. No warning signs were present. Kaiser sustained undetermined
muscle and/or ligament damage to her right leg on June 4, 2000. The
Department of Corrections settled the claim for $5,000 on October 24,
