$6,722 Paid in Improper Lien for WA Attorney Costs

Washington Prisoners Thomas W.S Richey, David E. Jirvoec, and Donald D.
Hemphill had their prisoner accounts frozen for assessment of liens for
attorney costs related to litigation they had engaged in. However, the cost
awards were never made by a court order, and only a motion for those costs
was made by the Attorney General's Office. Nevertheless, the Attorney
requested the Washington DOC to impose the liens. The prisoners the filed
separate lawsuits in the Eastern District of Washington federal court. The
matter was settled by crediting $528.78 to Richey's account, $658.12 to
Hemphill's account, and $481.80 to Jirvoec's account. $5,000 was also paid
to University Legal Assistance in Spokane to be disbursed as attorney fees
and additional damages to the prisoners. See: Richey v. Nerup, USDC
