Darlene Lucretia Joe was a Pennsylvania state prisoner at the Philadelphia
Industrial Correction Center. Between 4/29/97 and 6/30/97 she requested
medical care 15 times, to no avail. On 8/4/97 she died of cerebral
herniation. Her estate sued the prison medical subcontractors (defendants),
who refused to make her medical records available …
