OH Prison Guards Liable for Destroying Prisoner's TV

Anthony Mayfield, a state prisoner, exchanged his personal 11-year-old
television for one owned by the prison that worked better. Guards
destroyed Mayfield's TV without documented authorization. Mayfield filed a
negligence claim against the guards in the Court of Claims of Ohio. He
paid the $25 filing fee and asked for $150 in damages. The guards argued
that, considering how old the TV was and its poor working order, they
should only have to pay Mayfield the $25 for destroying it.

The Court of Claims found that it was appropriate to depreciate the value
of the TV to its fair market value when it was destroyed. It found the TV
to be worth $25 and ordered the guards to pay $50: $25 for the TV and $25
as reimbursement for the filing fee that Mayfield had paid. See: Mayfield
