$1.1 Million Verdict Entered Against Florida Sex Crime Detective for Sexual Assault upon Minor

The Florida Federal District Court has awarded $1.1 million to a 14-year old female for a sexual assault by an Orlando sex crimes detective. The award came in after the court entered default for the detective’s failure to answer questions at a deposition.

By all accounts, Edwin R. Mann appeared to be a community pillar. Not only was he a detective in the city Orlando’s Sex Crimes Unit, but he was a deacon at his church who taught Sunday School. He was also married with three children.

Nonetheless, on October 19, 2001, Mann had sexual intercourse with the minor after a month of checking in on her for supposed anxiety attacks. The next day the minor’s parents learned of the incident and confronted Mann. In tears, he confessed that he had made a mistake. The parents advised Mann that if it ever happened again they would report it to the police.

Despite that warning, Mann and the minor met secretly and had intercourse at least 14 more times. On April 2, 2001, Mann confided to one of his detective co-workers about the affaire with the minor. That detective reported it to the Florida department of Law Enforcement. Mann was subsequently arrested, convicted, and sentenced to 26years in prison.

The minor sued Mann and the City of Orlando. The court entered a summary judgment for the city because Mann’s conduct was not due to a policy or custom of the police department or under the color of state law.

The judgment against Mann, totaling $1,106,000 included damage of, $500,000 for past pain and suffering, $500,000 for future pain and suffering, $6,000 for past therapy expenses, and, $100,000 for future therapy expenses.
