Maryland Prisoner Wins $230,144 in Police Brutality Suit

Charles Totten, a Maryland state prisoner, tried to escape Baltimore cops John Burns and Stephen Kolackovsky on foot. When they caught him, they cuffed him, slammed his head into the street in a "pile driven" fashion and threw him in the back of an ambulance. He filed a civil action against the cops in state court where a jury awarded him $230,144 in damages: $138,155 against Kolackovsky and $42,000 against Burns. See: Totten v.
