Oregon Cop Guilty of Federal Child Porn Charge; State Charges Still Pending

A Portland, Oregon police officer who was responsible for registering sex offenders pleaded guilty to a federal charge of receiving child pornography and still faces trial on several state sex crimes.

Scott E. Elliott, 50, was a 22-years veteran of the Portland Police Bureau (PPB), most recently working as a member of the department's Sex Offender Registration Detail, which is responsible for ensuring that sex offenders comply with registration requirements. He was also a firearms instructor for the PPB police cadet program.

Co-workers were naturally stunned when Multnomah County Sheriff’s Department deputies arrested Elliott at work on March 29, 2012, for online sexual corruption of a child and luring of a minor. The charges arose from the interception of Elliott's online communications with a minor female, according to police and prosecutors.

Elliott was immediately stripped of his police powers, placed on administrative leave and booked into the Multnomah County Detention Center on $500,000 bail. He resigned from the PPB on May 22, 2012.

A federal indictment was issued when the investigation of the state charges turned up additional evidence.

Authorities executed a search warrant at Elliott's home as part of the state criminal investigation and a forensic examiner found images on Elliott's computer that showed minors engaged in sexually explicit conduct. Some of the files depicted prepubescent children and some of the images portrayed masochistic acts, according to court documents.

Elliott admitted to using the screen name "malewantsu2004" in an online discussion with another person who used the screen name "doraexplora111." On September 11, 2009, Elliott received at least nine images of child pornography from "doraexplora111," according to court records.

On April 29, 2012, Elliott pleaded not guilty to state charges of online sexual corruption of a child, three counts of luring a minor and four counts of encouraging child sexual abuse.

On October 30, 2012, however, Elliott pleaded guilty to one federal charge of receiving child pornography. Under the terms of the plea agreement, which was filed in federal court, a second federal charge of using the Internet to entice a minor will be dismissed.

When Elliott is sentenced in federal court on February 14, 2013, he is expected to face a five year mandatory prison term and to register as a sex offender for life. The plea agreement does not resolve any of the pending state charges.
