Oregon Cop Gets 5-Year Federal Child Porn Sentence

On April 24, 2013, a Portland, Oregon police officer was sentenced to five years in federal prison for receiving child pornography.

Scott Edward Elliott was a 22-year veteran of the Portland Police Bureau (PPB), when he was arrested at work on March 29, 2012, for online sexual corruption of a child and luring of a minor. His arrest shocked co-workers, especially since he worked in the department's Sex Offender Registration Detail and as a firearms instructor for the cadet program.

Elliott unwittingly engaged in one-on-one chats online with an undercover Multnomah County sheriff's detective posing as a girl, according to police and prosecutors. He resigned from the PPB on May 22, 2012.

Elliott initially faced only state charges, but federal charges of receiving child pornography and using the Internet to entice a minor were also filed when a forensic examiner discovered images of minors engaged in sexually explicit conduct on Elliott's computer. Some of the files depicted infant victims being abused by adult men, according to prosecutors in the United States Attorney's Office for Oregon. There were also images portraying masochistic acts, according to court documents.

Elliott's chat logs showed that he received the images "enthusiastically," said Assistant U.S. Attorney Kelly Zusman. Elliott admitted to using the screen name "malewantsu2004" in an online discussion with another person who used the screen name "doraexploral 11." On September 11, 2009, Elliott received at least nine images of child pornography from "doraexploral 11," according to court records.

As we've previously reported, on October 30, 2012, Elliott pleaded guilty to one federal charge of receiving child pornography and prosecutors dismissed the federal charge of using the Internet to entice a minor.

On April 24, 2013, Elliott was sentenced to five years in federal prison. He must also register as a sex offender for life.

In imposing sentence, United States District Court "Judge Anna J. Brown noted Elliott's long, decorated service as a Portland officer,' and commented that he had done everything he could to 'atone' for his conduct," noted Gerri Badden, a U.S. Attorney's Spokeswoman.

Elliott still faces trial on state court charges of online sexual corruption of a child, three counts of luring a minor and four counts of encouraging child sexual abuse. We will report on any significant developments in the case.
