Bogus Receipts and Universal Product Codes Act

Model Legislation
An Act relating to acts constituting making certain use of retail sales receipts or
Universal Product Code Labels an unlawful act; providing penalty; and providing an
effective date.

Section 1.
(All definitions used in this Model Bill may be changed to conform to state laws or
regulations.)
A. A person who, with intent to cheat or defraud a retailer, possesses, uses, utters,
transfers, makes, alters, counterfeits, or reproduces a retail sales receipt or a Universal
Product Code Label, commits a felony [lowest degree], and shall be punishable by
[penalty] and by a fine not exceeding three times the value represented by the original
retail cost of the item.
B. A person who, with intent to cheat or defraud a retailer, possesses fifteen (15) or
more fraudulent retail sales receipts, Universal Product Code Labels or possesses the
device which purpose is to manufacture fraudulent retail sales receipts or Universal
Product Code Labels, will be guilty of felony [one degree higher].

Section 2.
This Act shall become effective [date].
