Performance Period January 1,2010 - June 30, 2010

Dear Mr. VerHulst:
As stipulated in the Award Fee Determination Plan within contract JlPCc-008, the
contractor has an opportunity to earn an award fee commensurate with the achievement of
perfonnance above the acceptable level. The maximum award fee may not exceed five percent
of the total payment received for the evaluated period.

I have reviewed the recommendation of the Perfonnance Evaluation Board based upon
the perfonnance monitoring infonnation and the self-assessment submitted by Corrections
Corporation of America (CCA). After a thorough review of this infonnation, an award fee in the
amount of$582,192.18 (or 55% of the maximum award fee) is hereby authorized for the
aforementioned perfonnance period.
McRae Correctional Facility received five deficiencies and no repeat deficiencies during
the May 2010 CFM Review. Three Notice of Concerns were issued pertaining to CCA failing to
meet policy guidelines on Central Inmate Monitoring (CIM), ineffective security practices, and
reporting protocols. At times during this perfonnance period, accessibility of the executive staff
to inmates, and communication between executive staff and correctional services was lacking.
Noteworthy perfonnance includes: two successful outside audits, increased sanitation and
property contro\, implementation of Horticulture VT program, 88.6% average staffing rate,
development and administration of CIM test to staff, and establishment of a medical exam room
in the special housing unit.
Responsiveness has improved during this award fee period. Communication between
management and Bureau of Prisons' on-site staff has improved significantly. Your Quality
Control Program (QCP) has been effective in decreasing deficiencies from the prior perfonnance
period, with staff self-reporting instances of noncompliance resulting in a positive trend.
