This review is a scheduled ADR to determine general compliance with established ICE National
Detention Standards for facilities used for over 72 hours.
Review Summary:
The facility received a "Certificate of Compliance," from the Texas Commission of Jail
Standards on June 8, 2007.

RIC Issues and Concerns
Environmental Health and. Safety:
The fire safety program is viable and affords staff and detainees a level of safety consistent with
a solid program. With the absence of the full-time Safety Officer (due to an on-the-job injury),
the safety program stands to suffer without an oversight system.
The current barbering operations are cause for health concerns. Barbering tools are kept in a
cloth bag on the floor before another detainee's hair is cut. Proper sanitizing, care, and storage of
barbering tools should be visited.

Recommended Rating and Justification
It is the Reviewer-in-Charge (RIC) recommendation that the facility receive a rating of "Good."

supported by the written documentation contained in the review file.

COMMENTS: Limestone County Detention Center (LCDE) is owned by the County of Limestone, Texas, and is operated by
Community Education Centers (CEC), a private prison contractor. CEC outsources the Food Service and Commissary operations to
Aramark. At this time, Immigration and Customs Enforcement (ICE) does not have detainees housed at LCDC. ICE utilizes the
facility as an overflow and emergency facility (i.e., hurricanes, floods and disturbances) when detainee beds are needed. Several
months during the year ICE uses the facility as a collection point for groups of detainees from Equador, Brazil, and China, prior to
their tansportation and subsequent removals to their countries.
LCDC has just experienced a turnover in key management positions. The management team is busy developing, coordinating, and
implementing policy and program changes in most areas, such as security. The new management team is experienced and has
extensive training in corrections. The facility is well managed and the daily operations ensure detainees are secure, safe and and have
programs and services available to them.
