Evaluation of Chattanooga Endeavors/Nashville Works Program

Attached is a summary of the Compliance Section’s evaluation of the current performance of
Chattanooga Endeavors according to Contract #GR-09-26756-00 and grant RFS#329.01-276-09.
The grant contract was effective on November 15, 2008 and signed by the Commissioner of
Finance and Administration on December 15, 2008.
After careful consideration of the issues surrounding contract compliance and questionable
practices of the agency, I can not recommend continuing the contractual relationship with
Chattanooga Endeavors/Nashville Works.
Consideration surrounding the funds already spent, future invoices, and recouping misused funds
needs to occur within the parameters established in the grant contract rules and regulations.
