Mr. Roache, a prisoner at the Delaware County prison, was denied a job and was harassed by guards because he is a homosexual. Roache sued in state court, claiming the guards' actions caused him emotional distress and financial loss. In 1996 Defendants paid $750 to settle the case. See: Roache v.
