$2.4 Million Awarded In District of Columbia Jail Suicide

In 1982, a 32 year old District of Colombia (DC) man drove his car into a
utility pole after which he was arrested and incarcerated in a DC jail for
driving under the influence of alcohol. The man committed suicide by hanging.

The wrongful death action brought by the estate of the man contended that
he was falsely arrested, the police failed to properly supervise the man,
the police station was inadequately equipped with necessary medical
equipment, and the jail failed to render timely resuscitative measures
depriving him of his last clear chance" for survival. The estate claimed
damages for economic loss and loss of companionship and society.

The jury found that the man had not been falsely arrested and the
defendants had exercised proper care in supervising and observing him. The
defendants, however, had failed to properly equip its station with
necessary medical equipment, and negligently failed to respond with
resuscitative efforts in a proper and timely manner. On July 3, 1986, the
