Washington Pays $90,000 in Roof Collapse

On April 29, 1996, Edward A. Swartz, a prisoner confined at Cedar Creek Correctional Center in Little Rock, Washington, fell through a roof while doing construction work. Swartz claims that the State of Washington and the Department of Corrections were negligent in failing to provide the proper equipment to protect him while doing construction work to repair the gym roof at Cedar Creek. Swartz suffered a serious groin injury and a number of other pains, both physical and mental. In 1997, Swartz, represented by Ted Spearman of Bainbridge Island, Washington, filed a claim, and in 1999, the State of Washington and DOC paid Swartz $90,000 to settle the claim.
