$10,000 Settlement in Illegal Strip Search Claim

Washington State’s King County Jail paid $10,000 to settle the illegal strip search claim of Heather N. Caraway. After Caraway was arrested, along with over 100 other people protesting the World Trade Organization meeting on November 30, 2000, she was taken to the jail, ordered to disrobe and put on a jail uniform. Instead of doing so behind a screen, she was required to strip in front of two female guards who required her to spread her legs. As Caraway was arrested on offenses of pedestrian interference and failure to disperse. There was no reason to believe she had weapons or other contraband on her person.
