Washington Prisoner Sexual Abuse Claim Nets $45,000 Settlement

The State of Washington paid $45,000 to settle a prisoner’s claim for sexual misconduct.

After prisoner Teresa A. Rutter was transferred to Washington’s Pine Lodge Corrections Center for Women on June 19, 2005, guard Jeffery W. Hill told Rutter that if she did not have sex with him, he would make her stay “rough.”

From June to September 2005, Rutter submitted to oral sex and sexual intercourse with Hill. When she reported this conduct, she was subject to harassment and retaliation by other guards.

The claim states physical, mental and emotional injuries, and loss of freedom. Rutter settled the claim on October 11, 2009 with the State of Washington. She was represented by Tacoma attorney Monte E. Hester.
