Arrests by Trump-Backed Task Force Make Tennessee Jail Conditions Worse

Conditions at the Shelby County Jail (SCJ) were abysmal before a task force ordered by Pres. Donald Trump (R) descended on Memphis, the seat of the county and Tennessee’s second-largest city, in late September 2025. Since then, issues at the jail have only gotten worse.

Over a period of three months, the Memphis Safe Task Force—which is made up of hundreds of federal, state, and local law enforcement personnel, including National Guard members—arrested more than 2,800 people and handed out over 28,000 traffic citations as part of an effort to crack down on what the Trump administration claims is a rise in crime levels (statistics from the Tennessee Bureau of Investigation for 2024 show a 10% drop in overall crime in Memphis).

This surge in arrests has overwhelmed SCJ, which has a regular capacity of 2,400 but had an average daily population of 3,195 in September, the latest month data is available, according to the Associated Press. In mid-November of this year, 250 overflow detainees were transferred from SCJ to other facilities, with some of those detainees moved to facilities outside the county, making it harder for lawyers and families to visit. Some detainees are being forced to sleep in chairs in the intake section.

SCJ, long before the task force arrived, has had an extensive record of staff misconduct, deplorable conditions, and detainee deaths. [See: PLN, Apr. 2025, p. 1.] Since 2019, 65 detainees have died inside of its walls, including 11 in 2025 so far. In fact, as the task force continued its dubious mission, a detainee in the jail died on November 10, 2025; he was the third within the span of little more than a week.
