The numbers above reflect Prisons and Community Corrections
facilities. The Community Corrections facilities are more commonly
known as work release centers, residential treatment, violation of
probation centers, etc. In regard to the number of persons
incarcerated, the number is the prisons totaled 5453 and the number in
community corrections totaled 1,176 for a combined total of 6,629 as
listed in question 3.

We do not staff facilities by ratio. We staff by the number of posts
determined for each facility based on factors such as the physical plant,
security level, number of inmates.

State Correctional Departments should utilize assigned posts/positions
per offender not CSO’s per offender. We do ourselves an injustice by
not educating the public that it takes 4.2 positions to fill one 24 hour
post, 2.0 positions to fill one 12 hour post and 1.75 positions to fill one
ten hour post. The Governor’s Budget Staff, Legislators and the public
need to better understand CSO ratios.

Question #5 is difficult to answer as there were no details. Maryland
has a Division of Correction and the Patuxent Institution which houses
the criminally insane. There are different security levels within an
institution, as well as different types of physical structures. At our MD
Correctional Institute - Jessup (medium security) there are
approximately 1000 inmates in 6 housing units and 2 dormitories and a
segregation unit. The housing units hold 128 inmates each and there
are 2 correctional officers assigned to each housing unit, that is, one
pod officer and one officer in charge (usually a Sergeant). The
segregation unit is staffed with 5 correctional officers. The dormitories
are staffed with one CO each.

For question #4, please note the number of day shift custody staff only
represents the number of custody staff on day shift, 6 a.m. to 2 p.m.,
and includes only Correctional Officers, Correctional Corporals, and
Correctional Sergeants minus custody staff in the Control Centers. The
number does not include Custody Management (Lieutenants,
Captains, and Majors, nor does the number include Housing staff (Unit
Caseworkers, Case Managers, Unit Managers and Unit Administrators).

Inmate count is from January 1, 2010
The Pennsylvania Dept. of Corrections uses 3 main shifts: 1st 06001400; 2nd 1400 to 2200; 3rd 2200 to 0600 hours. We do use a 0800 to
1600 shift for a select few positions that generally work a Monday thru
Friday schedule. Our housing unit officer don not work a 0800 to 1600
shift. The figures in question #4 represent our estimated staffing on the
0600 - 1400 shift.

Question 2. It is split into established and filled positions. The total
number of security employees - Established = 7,829; Filled = 7,135
Part B - Non-supervisors - Established = 6,646; Filled = 6,010.
Supervisors - Established = 1,183; Filled = 1,125. Question 3: 31,536
(on 6-1-10) contains 1,054 contract cases, of which 999 are from PA
DOC. We have these inmates under contract housed at Greenrock
Correctional Center in VA to help alleviate PA’s overcrowding. This is
not a temporary situation but a long-term, contractual arrangement.
Our staff are providing the supervision for the contract cases which is
why I left them in the count. Question 4 - Not available.
