No Qualified Immunity in KY Jail Beating Death

A federal district court in Kentucky held that officials of the Jefferson county jail in Kentucky were not entitled to qualified immunity in a lawsuit by the estate of Adrian Reynolds, a jail prisoner who was beaten to death by jail guards. The court discusses municipal liability for the jail not having a use of force policy as well as failing to have policies on prisoner medical care. The court found no municipal liability on those issues. Based on conflicting evidence surrounding the prisoner's death, the court held that the defendant jail guards were not entitled to qualified immunity on summary judgment. See: Gailor v.
