$3,500 Settlement for Excessive Force by Seattle Jail Guard
Washington State’s King County Jail paid $3,500 to settle an excessive use of force claim filed by Terrance Allen Jones, who claimed that guard Paul Heng “assaulted, punched, chopped, slammed face against table and made handcuff cuts into wrists.” The incident, which occurred on or about September 1 – 3, 2002, left Jones with a scar over his left eyebrow, bilateral wrist scars and caused him emotional distress.
