Detainee Deaths Went Unreported at Dallas County Jail
On February 2, 2026, Diane Bailey, a 74-year-old detainee, died while in custody of the Dallas County Sheriff’s Office at the hospital. As reported by KERA, however, her death went unreported due to a technicality.
And Bailey wasn’t the only one. There have been nearly a dozen unreported detainee deaths in Texas in the last three years. Just two weeks after Bailey’s death, another detainee, Julie Buelna, died at a Dallas hospital.
In Bailey’s case, the Dallas County Sheriff’s Department did not report her death because the charges that led to her arrest had been dropped, according to the Texas Commission on Jail Standards, the agency that maintains in-custody death records. Bailey was transported to the hospital after she suffered injuries at the jail that were not described in court documents.
“It could all be a technicality, but there’s still so many unanswered questions there,” Krish Gundu, Texas Jail Project director, told KERA. “It might sound fair to them, but the point of recording custody deaths is to understand what might have gone wrong in the jail.”
Buelna was transported to a separate hospital in Dallas, where she died on March 7. According to Gundu, her family was told that a video existed of Buelna jumping from a second-story ledge. Her death, which was later recorded as a correction, was initially unreported because Dallas County had released her to a neighboring county where her arrest warrant originated.
Bailey’s death will remain unreported and, therefore, not subject to investigation. As Ricky Armstrong, the executive director of the state jail standards commission, explained, ““We’ve had some other instances where charges are dropped … and then [someone] die[s] a few days later. That happens and, unfortunately, there’s a loophole in that statute that we feel that we don’t have the right, per the statute, to investigate it because it’s not in custody.”
